You'll have to wait until November 22nd, though, when the Peri Peri is released for $10. Bandai also has a Puti Puti variant, that simulates popping bubble wrap.

He's crying because people in Anime, ususally (if you would consider it so) "cry" when they're really happy. It happens a lot.
