You're looking at the Greenpix Zero Energy Wall, a gigantic LED display that only uses as much energy as it gathers each day from the sun. It's been installed on the wall of the Xicui entertainment complex in Beijing, near the site of the 2008 Olympic Games.
It's set to turn on and go live this month. It'll display a series of video installations and performances (whatever that means) by artists from China, Europe, and the US. That is, as long as it's sunny out. Otherwise, I guess they'll have to cancel the "performances."
