Sure, a nice, five second cartoon would be great for these digital billboards that are going up in Philadelphia, Atlanta, Chicago, Los Angeles, Miami and 15 other cities, but that isn't a feasible option for these new, high-tech billboards that replace the giant paper printouts of yesteryear. The FBI is the group behind these new billboards and will be loading them up with mug shots of fugitives and missing children warnings.
Supposedly, the digital billboards are easily updated, presumably over the Internet or via a closed circuit, which could be a bad thing if there are troublemaking hackers in the area. Let's hope that they are really secure, or don't be surprised if you catch a glimpse of goatse on the massive billboards.
