If you're a VIP traveling in a dangerous place, such as when VP Cheney goes to Iraq to see how great everything is going, you're going to want a car that doesn't explode. That's the idea behind the SERVANT (SEnse and Report Vehicle ANti-Tamper) system. It equips a car with loads of doodads that'll ensure that nothing bad will happen to it.
First, it's loaded up with cameras and sensors. Then, if someone, say, tried to stick a bomb on it, the video and sensor data will be sent to the PDA of whoever is in charge of security, allowing them to check it out before approaching the vehicle. Furthermore, the windshield is equipped with a laser sensor, able to detect when a sniper is aiming at it and sounding an alarm to warn those inside. It's not a foolproof system by any means, but I'd certainly feel better about driving around Baghdad with it equipped.
